yes. you can't get stronger forever without increasing the size of your muscles, and getting bigger muscles requires eating more. if you're asking in the context of SS then eating more will result in more muscle mass, more fat and more strength, but you can do the program while eating at maintenance. you'll just stall at a lower weight.
