Well is there breast tissue or is it just fat? Why don't you just use your hands to feel it and you will know. How are people looking at photo going to know more than you when it's your own body? Just feel if there's breast tissue in there.

Unless you're dealing with hormone problems thats only fat, you're not fat enough to have gyno, get lean and train chest, that will disappear

You don't have enough muscle for that to be readily apparent, but like >>36511497 said you should check to see if any breast tissue is there. Breast tissue doesn't feel quite the same as fat and since you seem to have no muscle underneath your fat then any difference in texture should be readily apparent.

If I were to guess though I'd say you're just fat and have no pec muscles, so you should fix that.
