If you're 16-20, about 6 months of lifting with a good diet will get you there.

If you're 21+, you'll probably need a little bit more time. Older you are, more time you need (what an irony).

I'm so sick of these threads where someone posts a pic of someone who's been obviously lifting for years, and then asks specifically what they need to do to get a body like that. Just fucking work out and eat cleanly and see what happens. Everyone's body responds to exercise differently, everyone has different genetics and muscle insertionions. It takes years and years of consistent exercise before you really need start worrying about specifically sculpting. Just work out hard and eat healthily.
