Women build lower body strength faster than upper body strength, in general.

I'd say these 2 reasons:

- being short makes you have to stand on your tip toes more, so they are doing calf raises all day every day with whatever they are holding

- more fat storage in legs

that's really it, also a lot of men skip leg day which makes their small calves more noticeable due to their large upper bodies.
