Your legs and ass don't look that huge in that pic, not that you can really tell. If that's what made people say you look obese then they were fucking with you. You're not fat but you aren't cut either. You have body fat % to lose, if I were you I'd lift and eat at maintenance since it doesn't really seem like you want to get big.

I guess that depends on what your goal body is. If you just want to lose fat then advice doesn't get better than eat just below or at maintenance and work out. Fat can be stubborn to go from places you want it gone the most. I don't know how I feel about you cutting, though, you're already small.

If you don't mind getting bigger you could also just try putting mass on your upper body to look less out of proportion.
