Home gym master race here, dumbbells were too expensive so I just went to my bank and got $100 in rolls of pennies. When I want to work chest I put however many penny rolls I need in my brief case and do penny presses on the bus stop bench.
I can do 35 penny rolls if I have a spotter.

A spotter will help you way more than you think. A lot of stalled progress is all in your head, and getting out of the hole with DBs is much harder than getting off your chest with barbell. If anything, you need a spotter to help with the first few inches of your first rep because you're probably started really low.

Just started lifting again after 8 months. Today I was only able to barely to 3 sets of 10 with 45lbs. This is very disappointing considering I used to knock out 100lbs for 5 x 5.

Personally I only do incline, it's somewhere between 15 and 30 degrees, 30 kg for 3x6. Best barbell bench is 87.5 for 8x3 or 95 for 2.
