Lie on a bench with a plate in your hands resting against your forehead and touch your chin to your chest.
Do the reverse and put a plate on the back of your head and try and touch your back with the back of your head.
Keep the reps fairly high, around 12-15. This should give you a nice thick neck

Squats first and foremost, and working your traps extensively in conjunction with your back. I can always feel a good contraction when I'm benching or pressing heavily. I think it's just a matter of building the surrounding parts of your body up as well, AND GENETICS.

I find doing those stupid maxilla exercises (tongue to the roof of the mouth) gets the back of the neck firing.
Getting stronger on the big lifts and gaining weight as appropriate will help, for sure. But it's pretty easy and harmless to throw a little high-rep fluff work in. Neck harness works well for extension, and flexion too IME. Bridges are good if you can bang them out with no trouble and they don't hurt their head. A 4-way neck machine is probably the best option, but only if you have access to one.
