I know that feel, bro. been a fatty myself, lost a ton of weight, then injured my shoulder (took me months to recover), and now been lifting again since summer.
my game plan in the following: I'm on a modest cut right now, but after a few more months of lifting I plan on trying creatine in the spring. I've never tried it, so I'm not sure how well it'll work. but hopefully this will take me into that comfort zone permanently.

There is no concrete answer, some people can drop a bunch of waist weight while purely lifting while for others the problem gets far worse on a bulk. I started skinnyfat and am on the tail-end of a cut, it seems like it takes fucking ages sometimes and the lack of substantial muscle growth can be disheartening but it's the most fail-safe option in my opinion - certainly beats bitch tits and handles hiding your gains.
