Thats its genetically predermined. Like your fucking face, for example. People have different skulls, fat spots, amounts of skin, ETC, ETC.

What's the point of lifting at all by this logic?
Some people already born with decent arms, like small endomorph guys or some africans.
If you train mainly for strength you should do isolation to work on weak points or rehab.
If you do bodybuilding you have to add arms isolation with no doubt, then no one get big arms from bb standards with compounds only.
