Semantically, yes, you could argue on that definition of fashion. But I think many people view it as "how you present yourself to the world", and in that sense some presentations can remain attractive for long periods of time.

The whole point of fashion is to NOT be timeless.

Fashion deliberately changes over time.
Originally to signal social classes: the higher the social class, the faster you adopted to the latest fashions (with the Royal family usually leading the way, followed by the aristocracy, then other rich people, etc.)
But nowadays it's probably just to boost revenues.
