my opinion of your fit is it is fine for what you need. maybe play it safe with khakis or something. lurk more next time tho

The only black pants I have are suit pants and I'm pretty sure that just makes the whole thing too formal. I have a black belt to go with the shoes, but I'm not sure how they would work with the jeans.

Regarding the jacket, I'm considering wearing a black cardigan pullover and just taking it off when the interview is about to start.

this isn't outfit of the year quality but I think you've basically achieved what you were trying for
it's professional, respectable and presentable, but not overly formal. you're still interviewing to be a student, not a president. everything fits decently, as others have mentioned the blue/blue combination is a bit much but I like the relatively dark color scheme (assuming you're in a cold area -- this fit would be ridiculous in summer). one criticism is that the belt and shoes don't match. they both look nice on their own, but when you should match your belt to your shoes basically 100% of the time and this isn't an exception. I think a black belt would look better than brown shoes in this situation

It's alright, as others have said match belt to shoes. I'm also not convinced the shirt is the right colour. If you've got other smart shirts best bet is to try them on with that outfit, take a picture and post here. Bit long winded but a PhD interview is probably more of a life-changing one than a normal job, so probably worth the time.

there are some schools that interview for admissions to undergraduate programs but theyre mainly for trust fund kiddies or specialist things such as art schools

it makes sense though if OP is switching universities specifically for his phd
