Yes and no.
It became trendy again around like 2008-2009, but it's not a "trend" in and of itself is the thing. It's more of a traditional style at this point and while the trendiness is leaving, it's kind of like asking "is the Oxford out???" It may no longer be a trend like streetwear or goofninja, but it will continue to be a staple. That's just how I think of it.
Cuffing was always for people who were too poor or lazy to hem their pants/jeans.

I cuff my jeans more often than not, largely because i'm tall and skinny and have disproportionately long legs, the cuff adds a visual break that makes me look less skelly. i often wear boots or converse hi tops and most of my pants are long enough to stack a little if they're completely uncuffed. so basically i have the options of uncuffed, stacking, cuffed but just hitting the shoe, or cuffed above the shoe. with slim pants it doesn't affect the silhouette hugely though, it often just comes down to my mood on any given day, or if its cold and windy i'll make sure to protect my ankles but if it's warmer i might let some breeze in, etc.
