I've heard it's so hot there that wearing short sleeves makes fuck all difference, so I'm thinking long sleeves would be best, to help avoid sun burn.

I was in Dubai a couple years ago. The heat is unbearable there. Just wear breathable materials like cotton, rayon, linen, and chambray. Just avoid being outside for too long. Drink lots of water as well.
