Seriously, anyone who can use a sewing machine could make you this. Only stitching would be to hide raw edges.

Gabardine would work. If you want sheen, you could use silk. Silk is harder to sew and you'd probably want to combine over another fabric to give it some shape/body.

My dad wore that tie as part of a halloween costume once. He just got some wide black ribbon from the craft store. Looked pretty good.
