I don't ever get them to declare as a gift but I'll get the amount lowered so I'm usually not even paying anything. Less suspicious imo, but probably irrelevant.

I use FromJapan for my CdG and Undercover stuff and they let you set value or declare as a gift. Never had any problems with 'em.
