Not OP though. But I have noticed that using certain shampoos make my hair heavier and greasier so it looks like that. But I am suspecting that semen drenched homosexual gentleman in OPs pic is using some hair product.
Maybe some hair cream? To just use on wet to semi-wet hair and press down on your hair while using it.
I used to do that with some hair cream.
