The best thing you can do to look good in public is to be in good physical condition. It will not only make you aesthetically please to others, but also give you greater confidence which is attractive. Assuming you're an American, OP, I'd recommend just going on the Old Navy website and try to look like they look. They'll sell you a "complete look" which really consists of shorts and a shirt. Old Navy or H&M are going to be your cheaper options. Just remember not to look too good. There are people out there that look too cool for school. Dress for the situation.
