You'd probably want to come up with some more conceptual versions first. So photoshop/ gimp or even just traditional drawing to get your ideas down before using cad.
Yes its used. There are some specialist programs such as sync and vertigraph which are more oriented to large scale production, with cutting and stitching patterns ect. Lots of jewerly designers use 3d software nowadays too, especially since one can 3D print in metal.
However you can also use things like autocad or illustrator if you are doing small scale work. You could also use 3d software like blender to design the overall shape of a garment, then unroll it to produce cutting templates.

yes but, why would you use cad
just learn pattern drafting you nonce it's really not that difficult
You could try Marvelous Designer
Well I plan to use freecad and do some handrawings but I'm still in reading only phase.
I'm learning about stitches and fabrics, next leather then I'll start drawing simple things in cad.

cad is not how you design something, its just a tool for translating designs.

yes, kris van assche was featured in a CBS report during his time at dior doing paper patterns via cad plotting them on graph paper and having his atelier building them onto paper garments on his model
he has since moved onto rapid prototyping sheeting
