Do you think anyone would care if I wore black jeans and a neutral coloured plain t-shirt? I don't own any smart or smart-casual clothes.

you could prob. get away with wearing the jeans, but you definitely need a few 'smart shirts' and a jacket/blazer.
you better be wearing nice shoes/boots as well.
dress for the job. don't stick out like a sore thumb.

I'm an electrical engineer working in an office in Toronto. I wear variations on the same outfit every day. Black leather double rider, white tee/black tee/printed buttondown/flannel/crewneck sweater, black jeans, black chelsea boots.
Most men in the office wear a buttondown shirt, chinos, and dress shoes. The women usually wear a blouse and skirt or cropped trousers with flats.
I've never gotten any negative comments, the HR lady actually compliments my outfits most days.
I'm fresh out of uni and the youngest in the office by a decent bit (21) so that probably helps though.

Black and white vans in a style similar to the op pic. I have full black vans arriving in the post a week after I start work

I'm the youngest there (21). I won't be interacting with any of their clients, so I don't see why they would care what I wear as I'm in the office drawing stuff on a computer all day
Personally I would just wear what everyone else is wearing, that's the work uniform, except with finer details.
eg. Most men will buy terrible quality shoes with terrible un/fa/ designs.
