It really depends. if you're ugly anyways, buzz will make you look fucking hideous and disgusting, if you're beautiful or above average, you'll look like a supermodel. if you're average you'll look just like just some guy in the military.

I have large ears that stick out and a relatively large forehead thats a bit sloped. I'd look silly with a buzz since it would only emphasize these aspects but with well groomed and voluminous hair they aren't noticeable

If you're bloated/fat a buzzcut can look bad. But it seems with pretty much everyone a buzzcut will look fine enough.
