You just keep waiting. A lot of guys can't grow a proper beard in their early 20s so don't worry about it. My room mate is 26 and can barely sprout more than 10 whiskers from his chin and lip. Some guys can and others cant

I didn't think I could grow a beard because it was patchy and slow. I said fuck it one day and let it grow. Coming in nice and the patches grow in.

If you're on the fence just give it a shot. Trim it very little or not at all. It may take time and look awkward or bad for awhile, but be patient.
