I'm trying to slim down my legs so I can fit into pants better.
I've noticed that sometimes if I'm wearing tighter pants the material tends to hug my thighs and sometimes my calves and I really hate that.
It's especially annoying because I feel that my upper body is slimmer than my lower body so it ruins my silhouette.
What are some routines I can get on to fix this?

Lose some fat. Sounds like you store fat more in your legs.
To balance out proportions you could develop more upper body mass and reduce overall fat level.
