Yes, this is wrong. Bowler hats were originally for gamekeepers, then became a more general informal middle-class hat. The homburg hat is the second most formal, it's the next step down from a top hat. You would wear a homburg with a dinner jacket, for instance, the same way a top hat goes with white tie or a morning suit. It's more versatile than a top hat, though, in that you can still wear it with other things, like the regular suit Winston is wearing in OP's pic.
