try using castor oil. I've been mixing castor oil and coconut oil and dabbing it onto my brows for a month. it works for some people but not all.

im doing it and i went from babbyface to being able to grow a full beard in like 6 months, but you need to be consistent and apply it for like a year or two

Taking fish oil made my eyebrows and arm/leg hair noticeably thicker.

You could get them tattooed if you want something more permanent, or just fill your brows with brow gel/brow mascara/etc everyday. You'd need to learn how to apply it so it looks natural. Your problem seems to be that your brows are very light in colour and not lack of hair desu.
