It's garbage.
It doesn't keep you warm in cold weather, makes you sweat in slightly warm weather, and clings like crazy at all times.

It doesn't beat merino, but it's better than most average synthetic options. Definitely not a substitute for activewear baselayers as it's not very breathable.

It's Japanese-made technology, so i think you ought to consider the typical Japanese cold-weather climates as reference.
Personally, i live in northern Illinois, and our Winter has been rather moderate this year, but even on our coldest days (-20ish with 30 mph winds) i feel as though it is an adequate base layer, as in something you would wear underneath a sweater and jacket. I work in a warehouse for 12 hours a day and i typically wear these underneath a hoodie as it can get pretty cold in there, and it generally sustains me throughout the day, but the problem is that it's not very breathable, so unless you are going to continually be exposed to the cold, it may not be your best option.
