You don't need money to go from zero to not looking like trash.
Do your research and develop taste, then either thrift or look for cheap acceptable stuff.
Learn color coordination, how items should fit, what proportions are, and which styles you like and look best on you. Flip through magazines and inspo threads. Read up on fashion related literature. Thrift pieces you really like, since it's not going to negatively impact you if you experiment for a couple bucks here and there.
There's tons of things you can do to improve your knowledge, therefore learning a little bit about how to dress well, for minimal monetary investment.

But it creeps me out when I can find a whole grandma wardrobe in the same size and everything is coordinated. You just know that poor lady died and her family donated at goodwill.
