Why does everyone cuff their jeans? Do I have to follow this trend? Can we get some nocuff inspo here?
Here's an easy rule to follow: if your pants are too long, you may want to consider hemming them, in the meantime cuffing is a viable option. Though with boots no cuffs at all looks better

i only cuff my jeans if they are selvedge jeans. thats the whole point, to show off that selvedge strip, so people can know you paid a lot of money for them.

This is all right, especially with this style of boot.
In general, I prefer to tuck the jeans in the boot, rather than cuff.
i genuinely prefer how pants look when they are cuffed.

i stopped cuffing 2014, it's not cool anymore
I like how boots look with cuffed jeans, so I do it purely because of personal preference. Light blue jeans and black boots (or black shoes in general) look great together.
