A suitable foundation from a reputable brand isn't going to make acne any worse if it's applied properly and removed properly, it's most likely just going to make no difference.
That said, a foundation that contains ingredients OP is sensitive to, from a dodgy brand or applying it with dirty tools or dirty hands would make it worse.
And OP try Clinique, they tend to do good foundations for acne prone skin.

What you want is BB Cream. It's like a tinted moisturizer but with more coverage, built-in sunscreen, and acne, blemish and aging combatant properties. It was originally designed to heal scarred tissue on the face but has evolved to become the staple of skin beauty care in Korea. It's good shit, but unless you're asian you're going to have to research which tones will match your skin. Don't bother with western brands they're all shit.

Oh, forgot to mention, some will be dewy instead of matte which might make you look too feminine, so avoid those or invest in a good mattifying powder.
