Works really well if its a casual suit and you skip all the formal pieces. Read: no fucking tie, no handkerchief, no belt, should probably not even button up, no formal texture or the material. See pics as examples.

Far left in OP's pic minus the jacket would look great. The problem is like the other anon said, all formal parts need to be removed. In addition to that, more formal colors such as black and dark blue won't work either.
Here are some theoretical fits that would look decent

If thats what you were going for then you should probably have listed charcoal instead because its way more formal than a dark blue (even navy) suit could ever be. I never wear my dark blue pieces with sneakers either, though. Usually its with derbies. Dark blue itself works perfectly fine in a casual fit, it really is more about the way you wear it. But of course youre right in saying that it appears less "casual" than lets say a red or petrol suit/blazer because neither would ever be worn in business environments. Jacket and presentation are what make a look formal, and as you can see in that picture the jacket doesnt only lack a chest pocket, it also lacks cuffs. The color itself doesnt suddenly turn this extremely stylized jacket into something that resembles formal attire. Then again, it also doesnt really resemble something that can be worn with any form of sneaker, so youre probably right in that regard. It can only be worn with that sort of sneakers shown in the fit, otherwise the shoes would probably look completely out of place.
