if you have thrift stores in your area, that's a big plus. Outerwear and shoes are generally your most expensive items, so try eBay or Grailed Basics for those. i'm not sure how good these stores are for Euros, but I shopped at J Crew Factory and Uniqlo a lot when I didn't have much money. some well-fitting chinos and a few polo and collared shirts can go a long way and I would get a lot of compliments despite them being mediocre quality mall clothes.

German Army stuff is quite cheap and good looking, you can easily get a Flecktarn Parka for 30€, GATs too. Sure it's a meme, but still looks good, is quality stuff and you won't get a whole outfit for under a 100 bucks anyway, but that's a good start at least.
