What is the best way to fix shoelace tips like this?

With fire and shrink tubing, the type you get from an electronic hobby store, make sure you get some thats snug but not too snug, slide it over the end with the aglet still attached and slip it down to the troubled aglet free end, heat, the tube shrinks and compresses, trip and its a more than serviceable repair. Give it a coat of clear nail varnish if you want a glossy finish to match the other end.
