That's mainly because menswear is the standard along with "prep" right now. Fashion is splintered into many styles/types/genres that most people don't know, don't care, don't like. He's not poorly dressed, he's just dressed normally. (normal as far as leaving behind a T-shirt is). Go look at a lot of "high class" rich people dress, it's often like that.
