Uniqlo is pretty impressive in terms of quality:price

My friend dragged me into the uniqlo store on 5th avenue and it really appears to be a step above places like H&M

I've seen shit like H&M, Zara, etc. but does Uniqlo really stand out above those?

Additionally, if we can agree uniqlo is better, are there other stores that are in this tier above H&M/Zara?

I think it does, but it's mostly two things:

1) While this is by no means everything, Uniqlo generally has substantially nicer fabrics. They make fewer styles, and often reuse fabrics between them, so they can put in large orders that drive the price down for the same stuff.
2) They're much less focused on churning out stuff that hits the latest trend look and have a coherent, function-focused aesthetic, while the others don't.

Not in the same price bracket; you have to bump up at least one.

American Apparel, maybe? they're probably a little more expensive though.

American Apparel is way better quality than any of mentioned. The stitching can be off but in terms of materials way above.

COS is also more expensive though, they only match Uniqlo when on sale, on the other hand their cuts aren't as basic.

Comparing the clothes I've bought from the brands a year ago, AA is the only one that still looks and feels fresh, and hasn't broken. So, yes, the stitches might not be straight, but at least they don't fall apart.
To be fair I don't have anything from H&M and only one (shitty) jacket from Zara that was given to me. With Cos the quality really depends on the garment, but the cuts are good.

You can easily tell what's the quality by comparing a piece to a new one after 3 wash cycles.
Protip: Uniqlo does not pass the test.

I only own a sweater and two button downs by uniqlo, they hold up fine. I don't use a dryer though.

Linen? Horrible. Lost its form and half of the colour after two washes in 30°c, no dryer.
And btw always buy +1 size in COS, half of their clothes shrink even in low temps.
