Honestly you could get the kind of scarf pretty much anywhere. Even H&M sells scarves.

well I don't mind if the scars expensive, but I've never seen an exact copy of that one so Im gonna drop some money on it if I had to, if there's a cheap alternative I'm fine with that too

go to your local fabric shop
they normally will have bins where they sell odd ends and surplus fabric for cheap, generally with torn-off edges.
That's where I got my own edgy post-apo scarf.
