Those are just one of those things that comes out in your face as you age. Like I'm saying below, facial fat deposits break down. Speaking from personal experience, try a good moisturizing/anti pollution skin routine and get your diet air tight first to make sure it's not something that's due to poor care and easily reversible (my own undereye circles got better after quitting a shit stressful job, getting healthy, and getting on some pills that helped regulate my blood sugar, but I was also in my early 20s so age wasn't a factor).

You can generally go by if anyone else in your family has it or if you have sallow skin in general. It sounds like you might have lost fat deposits in your undereye area as you grew up, which happens to everyone eventually, some sooner than others.

it can be used as moisturizer, but it depends on your skin's reaction to it. try a small bottle and patch test to see if you break out or develop closed comedones. i use it as a cleanser for makeup and getting shit out of my pores.
