not really true, at least in lower end malls. lots of stores have nothing whatsoever worth wearing, especially if it's not your own style.
anyways i think it keeps up with tumblrcore trends better than any other mall store. i think it's better quality in general than other fast fashion because they usually source items rather than make them in their own sweatshops. but because of this yes sometimes they brands they carry have alright items, or decent basics.
