Mostly only on the UK side of the pond, but I'll give it a go.
You've got the obvious high street/cheaper brands like Topshop, Dorothy Perkins, Miss Selfridge which send out a lot of cute feminine dresses but they're not always going to be the best quality - not necessarily fall apart in three washes tier, but stitching might not be of the highest quality and best choice and some fabrics might not be as well suited to the cut/style of the dress.

There's also Warehouse and Oasis which are on the same price range but a little higher quality and tend to send out more "collection" style pieces than throwing out dresses randomly (so if you like a specific fabric you'll find it repeated through a few items). I think they tend to do more feminine dresses than cutesy.

Louche do some excellent cute/twee/kitsch dresses in very feminine cuts but sadly run a little large if you're on the smaller end of the spectrum - I've been lusting after a raccoon print dress they're selling at the moment but I've been sized out.
Also Joy, one of the shops that sells louche, is a great store which sells a lot of brands that do feminine cute dresses.

Olive Clothing sell some beautiful cute feminine dresses and they tend to be very good quality. Only issue is the sizing can be a bit confusing to begin with but after a purchase or two you get the hang of it.

The Whitepepper do some extremely cute, extremely kitsch dresses - things like unicorn or dinosaur print. Can tend childish.

One American online shop that pretty much everyone knows is Modcloth. The quality doesn't match the pricing but they do have an excellent variety of cute dresses.

Look at different celebrities for example. The Oslen Twins are 5'2, Lady Gaga is 5'1, Shakira is 4'11.
Yet they all look older (and have access to designer clothing) and know their porportions, what is good to get fitted and what is good to hang loose.
Compare their clothes to some effay, but not always effay girls like Anne Hathaway and Jennifer Laurence. They're 5'8 and up, and they have the potential to access designer fits like Rhianna, but their styles aren't always the best, because the two of them didn't know their porportions starting out.

I'm almost exactly the same height and weight as you (5'0/94lbs) and I find one of the keys is having a proper (not immature) hairstyle and looking groomed - ie not having scruffy eyebrows or a spotty chin, not caking yourself in make up - just enhancing where it needs it.

I find a pixie cut or properly styled bob makes me look older than if I just have my hair long and loose or long and in a scruffy ponytail/bun, but I think the actual style to go for depends on what would suit you.

Which is useful for me because my taste in winter clothing isnt always sophisticated - I bought a jumper with a cat on it that I know I could never get away with if were to not style myself to look my age.

I need outfit advice. Due to unfortunate genetics and growing up doing sports, I have very wide shoulders and thick thighs. I'm thin and in shape but because of my shoulders I can't really do any sort of slouchy/comfy look without looking fat as fuck (though admittedly I can pull off nice summer looks when I wear tank tops/low tops), and my thighs basically limit me to long skirts or tops that go mid thigh unless I want to look chunky.

Don't laugh but right now my dailies are these clarks somerset ones. They're ok. The circles have some sort of patent leather detailing which is kind of cute and they look slim on my feet. Actually, I own quite a few from different brands that I can't remember right now and would have to check the shoes. Rather than a specific brand (since they vary seasonally anyway) I just keep an eye everywhere, so many places make them. I look for slimmer, non-grooved soles and more almond shaped toes. I don't like really obviously 'rubber' soles or those tassel things. No fake leather. Even just going through ASOS for leather shoes will get you a bunch to look at (probably don't go for the in house brand).

Be careful with ankle boots. They are extremely versatile but depending on your pant and skirt lengths they can go "50 year old mom" very quickly. Make sure your skirts/pants fall at an appropriate length either well below the ankle or skirting the top. You don't want something that just covers the top of the boot because it'll thicken your legs/make you look frumpy.
