I believe those are Cicero's Boots. You can get them in the Dawnstar Sanctuary during the Cure for Madness quest. This requires killing or pick-pocketing Cicero. These will make your movement silent while wearing them, as they have the muffle enchantment.

You can, however, obtain the cheap knockoff Jester Boots as soon as you enter the sanctuary. Though, these are Zara/H&M tier.
