Yes it is. Men's clothing buttons on the right hand side because most people are right-handed and men dress themselves.
In the old days a lady had someone to dress them. Since the lady's maid was probably right-handed too it buttoned on the left side. That tradition continues today.
There are rare exceptions. For instance there was a general in WW2 who was like "Fuck that shit, I'm left-handed and what my uniform to be easy for a left-handed person."
The exceptions are less rare with women's clothing. Sometimes it gets made buttoning on the right but chances are if you see a girl with a jacket like that: she's wearing a man's jacket.
It is very unlikely that a piece of men's clothing buttons on the left unless it was a custom piece for an eccentric.

Oh, another KIND OF exception.
Some coats will come with a flap that covers the buttons. The flap will probably button on the opposite side. You mostly see that on things like dusters.
