Don't listen to everyone else, this is salvageable. First, grow your hair out, your hairline ain't too bad (trust me mines much worse), so I recommend growing it out and then using some pomade to push it back. Keep it short on the sides though, basically you're going for an undercut here. You're hairy seems to break easily, so I'm going to recommend you find a shampoo diet that better fits the texture you're after; after much trial and error, you will find it. Finally, and I know this isn't directly related to your question, I recommend getting a chemical peel, because you have scarring on your face that is very visible because of your pale skin. Find a good skin clinic or spa, and ask about a chemical peel, you may need to go on some form of medication first, but its worth it long-term.
