What's a good all-weather shoe for a preppy look?
I'd be wearing them with slant-pocket chinos most of the time.
Boat shoes and loafers are too summery, and boots are too wintry.
That leaves oxford style shoes in the middle ground, but aren't they too formal, since they're not adapted for the outdoors?

White canvas sneakers are pretty versatile, but people aren't going to think Oxfords are too formal, and you can get some with tread.
Ideally, though, your shoes will match the weather.
I tend to think loafers are good for every season but winter.

Oxfords in brown suede, if you think leather ones are too formal (they really aren't, unless you're 15).
I prefer Chukka boots though, but they probably aren't ideal during summer unless you live somewhere where it's quite cold even then (like Sweden, for example).

I dont know OP, all the prep pic I see whether winter or summer all they wear is penny loafers. Derby shoes might be fine though but oxford or any closed lacing style are too formal.
