How do I style my hair like this?

It's pretty simple. Section off your locks the way you'll want them (symmetric, grid, size, whatever) comb out all your hair then back at the roots you'll start back combing toward the scalp then twirling, then backcombing, then twirling. You're looking at about 4-8 hours of work to get them started. Then you have to keep them clean and maintain them by more twirling between your palms. After your first wash you'll want to give up... it gets easy after about 2 months

Oh, and do yourself a favor and stay away from "wax". Dont. Just fucking dont. It is counterproductive and will look like mega dandruff.
If you want a soak look for products with citrus but always always always rinse thoroughly.

step 1: never wash or brush it
step 2: there is no step 2

Can dreads even be washed properly? I know that their care requires some sort of washing, but does the hair within the matted rope even get clean?

I understand what you're talking about. Yes it gets clean, you clean it like normal hair but it does take quite a while. Think of it like how your hands wash each other. You're rubbing hair with hair, some alive, some dead and tangled in. This is why rinsing is so important.
