Lots of models get scouted, or agencies will have days where you can come in, let them look at you and have headshots taken so they can think it over. Giselle Bundchen was actually scouted at a McDonalds.

Source: ex-gf was friends with models and got scouted on the street half a dozen times or so in Tokyo and New York. She's been asked to do porn in Japan even more than that.
