At one extreme, actual glue.

But there are hair products that simulate this without destroying your hair. I've used STRUCTURE's Glue product when I had a mohawk. These days I use Got2b Texture Clay (the orange can) or Fructis fiber gum. I've also enjoyed American Crew Fiber and Pomade -- when mixed, they give me that kind of hair.

If you want to level up your mad scientist/meth user/post-sex hair, KMS sells a texturizing shampoo (Hair Play might be the name?). I haven't noticed a difference between using it and not, but you might.

I've tried Aquanet, because that's what my friend said the Jesus and Mary Chain used, but it had a tendency to go flat after a while and it made my hair all stringy.

I style my hair similarly
what I do is shampoo and conditioner
post shower towel dry till its still kinda damp
then start blow drying with your head tilted downward in a crazy motion
then periodically spray Got2be freeze spray into your hair while blow drying to get it puffy
you can get it at any drugs store its very powerful basically the most hold of any hairspray
then afterwards with it being puff take a towel and go crazy as though you were drying your hair
this teases it out and makes the puff and crazy last a lot longer
then finish up with small blasts of hairspray into the roots to keep it fluffy and big without being sticky
