Didn't even read that, that's a pretty dope price. After a bit of googling it looks like slim tapers that aren't much wider than the heel opening of the shoe is the way to go. I personally hate it when pants stack but it's up to you

I own a few cheap monday jeans. It's just personal experience but the grey and black jeans fit tighter than my light wash of the same cut (tight). So if you want it a bit lose get a 29, but if you want them more skinny get 28.
