because, like the image said, it reflects forward-thinking, as in the type of people who tend to wear these type of clothing in neutral colours are the, introspective, analytical, open minded type, thus the "reflects forward-thinking" whereas the aesthetic of the clothing within itself is the opposite of avant-garde because of how basic it is.
