Just go to any department of corrections' website they all run factories where inmates make furniture/molded plastic goods/clothes/bags
But apparently they have military contracts at some of them and those guys get paid like 60 cents an hour so the prices are super super low.
Unicor's website only has like four bags for purchase and I haven't looked deeply each into the subject to see whose stuff is the best
But I know from my experience with milspec bags that the California department of corrections makes bags for both the U.S. military AND the Japanese bag market. Briefing, for example, uses US factories to manufacture their bags
So finding out the government codes for those bags might land you on an eBay page or army surplus site that has premium bags with military specs at rock bottom prices
Very much worth investigating
