Youve had an answer.

You cant use that paypal, its locked. pretty obv.
You cant use a different paypal using this card.

You can use a different paypal and card.
You can ask a friend to use their paypal.

You can remove the card and add a new card but your paypal account will still be limited.
You can wait 180 days, grovel to the customer service, create a new account with a new card and bank account or find another method of pay. ApplePay maybe?
