The obscenity law applies to everything. You can't show obscenity without censoring.

However what constitutes obscenity may change over time. Recently pubic hair isn't consider obscene anymore, a few decades ago it had to be censored.

The thing with Noriko was probably more like those two frames somehow getting past the censors, and then in the re-release it had to be properly censored.
