my take is that it's because of typical hentai "If it's pure it must be corrupted" mindset. Combined with the fact that Keiichi is pretty much your standard "nice" male protagonist without any appreciable sex drive (even before the fact that he was essentially magically neutered was revealed) means that ntr is pretty much the only way to get her to have sex with someone.

heck, whenever it IS Keiichi having sex with her in a doujin, a majority of the time it's that he's been affected by some potion/spell/demonic possession.

Long story short, Heaven has this "Gods/Goddesses are not allowed to have relationships with non-gods/goddesses" rule. They couldn't welsh on Keichii's wish to have Belldandy stay with him, so instead they removed his sex drive so that their relationship remained chaste, and Bell and the others weren't allowed to tell.

Near the end of the series they (Keiichi and Bell) end up resetting his wish contract to defeat the current antagonist, and on redoing it afterward the anti-sexual attraction tweak wasn't/couldn't be included, so when things started to calm down enough for him to notice that "OMG, I actually *want* Belldandy" it was revealed.

They were given a example case of why the rule existed (via memory/vision) of a lake goddess who did the "Golden Axe/Silver Axe" thing. She met a human bard who had dropped his lyre/harp accidentally but didn't want the gold or silver since they couldn't actually be played.

So he comes and goes and tells her of his travels, they fall in love, and eventually he dies of old age. The goddess, however is literally bound to the lake and can never leave. Wanting to see the lands he told her about, she ends up cutting the spirit chains that bound her to the lake, but is then punished by Bell's Dad/the Almighty for trying to leave her station/duty by being sealed in her own personal purgatory for eternity.

And it's blamed on her falling in love with a mortal. Not that she was literally trapped. Not that the only thing she was supposed to be doing was "Did you drop this gold X or this silver X?" on the slight chance that someone happened to wander up to the remote lake and happen to drop something in. No, it's because of mortals.

As I recall, the situation was complicated by the "canon immigrant" scenario from the film--the Gate of Judgment. Amid this whole sneaky deal between Bell and Keiichi, Hild decided to stir the pot staging a coup in Nifelheim against herself (it makes sense in context) by the top demons under her which, besides its intended purpose, would force the couple to confront the awkward question.

The reasoning for that, besides Bell being the half-sister of her daughter Urd, was that a much-younger Hild crossed the Gate of Judgment with a resident of Heaven and failed the miscegenation test that became the norm after the Lake Goddess's relationship--with Urd's father (the one she shares with Bell). Ergo, the end of their relationship and the beginning of the Almighty's relationship with Bell's mother--much to Hild's chagrin. In the manga Hild is generally fond of the couple, but like Urd has questioned their lack of physical intimacy, and decided to act on this. And that eventually gets Bell's mother involved (for her first appearance in the series).

At least, that's how I recall the situation playing out--I may've gotten certain details wrong.

And then, once the succeed at the Gate, the Almighty/Bell's dad then decides to go "You're still not worthy of my daughter. Go do another test because succeeding where I had failed isn't good enough."
